REQ # Forge_22_035: Minimum 10 years’ total experience with business process and financial support. Performs a wide range of technical, administrative, and analytical duties connected with the formulation, justification, presentation, execution, and review of the Navy appropriations and budgets. Will assist in the assessment of Command operations and activities from previous year against stated goals and objectives. Assist in recording and updating changes to financial controls and reprogramming actions, and developing and updating financial reports, spreadsheets, and data collection templates. Assist with organizing, analyzing, and consolidating financial data for program acquisition planning, reviews, and reporting. Assist with preparing reprogramming actions and Below Threshold Reprogramming (BTR), to include identification of budget, associated scope for the requirement, and the source of funding. Both processes formally document actions moving funds between Budget Line Items (BLI) and functional areas to support Command mission activities and priorities. Engage in the preparation of program budget submissions (approximately $30M annually) such as DoN, OSD and PB submissions. Prepare and execute program funding documents (purchase requests, funding documents (WX), Direct Cite funding documents (RX), military interdepartmental purchase requests (MIPRs), miscellaneous obligation documents including project orders PX), including the gathering of supporting documentation. Engage in integration of business processes, interfacing, and reconciliation of data between financial systems used by DoD and Navy financial systems (ERP, PBIS, EDA, Advana, etc.) to optimally manage, execute, and account for all appropriations. Prepare budget briefs for review and submission (i.e., mid-year briefs, end of year (EOY) briefs and POM submissions). Candidate must be a US citizen and have an active SECRET Clearance. Position can be remote but will require some time onsite for meetings and system access that cannot be done remotely.
